Man Faces Meth Distribution, Possession Charges: Concord Cop Log (4)

CONCORD, NH — Howard E. Johnson, 43, of Concord was arrested at 7:48 a.m. on March 17 on felony possession of a controlled drug as well as driving after revocation or suspension-subsequent, disobeying an officer, unofficial inspection-registration decal, and a bench warrant. He was arrested at 273 Loudon Road. Johnson also faces drug sales, revocation, breach of bail, and disobeying an officer charges in Salem.

Kevin M. Seaver, 58, a homeless man now located in Concord, was cited at 3:48 a.m. on March 17 on a bench warrant after an incident at 62 Manchester St.

Phillip Vladimir Tseplaev, born 1998, of Epsom was arrested at 12:34 a.m. on March 17 on a driving under the influence charge and a front lights fail-turn on lights when required violation outside of the Blossom Hill Cemetery on North State Street.

James Albert, 38, of Manchester was cited at 7 p.m. on March 16 on a bench warrant as well as felony reckless conduct with a deadly weapon, speeding, resisting arrest or detention, and disobeying an officer charges, and unsafe lane and traffic control device violations after an incident at 86 S. Main St. on Jan. 10. He was cited by Concord police at the Valley Street Jail in Manchester, where he was being held on robbery, reckless conduct with a deadly weapon, receiving stolen property charges, all felonies, as well as two counts of domestic violence, disobeying an officer, resisting arrest or detention, conduct after an accident, stalking, and breach of bail charges after an incident on Gold Street in Manchester. Melissa P. Peaslee, born 1990, of Concord was arrested at 6:42 p.m. on March 16 on a warrant after an incident on Interstate 93 north between Exit 15 and I-393 west.

Brittany Marie Wheeler, born 1996, of Concord received a summons at 5:37 p.m. on March 16 on a bench warrant at police headquarters.

Steven Donald Jones, 42, a homeless man, was arrested at 5:20 p.m. on March 16 on a felony possession of methamphetamine with intent to distribute, two felony possession of a controlled drug counts, and a resisting arrest or detention charge. Two officers and a detective were working a “Granite Shield” drug sting against Jones. According to an affidavit, Jones was arrested previously on an aggravated assault with intent to murder charge in Haverhill, Massachusetts. The officer wrote, while in custody on that charge, Jones was heard telling his wife, “I was cooperative and didn’t try to kill the cop,” the affidavit said, so officers were on their guard dealing with the suspect. The officers, who were working undercover, met with Jones on Langdon Street to score $225 worth of meth, the affidavit said. One of the officers attempted to contact Jones and accused him of running south down a dirt road. The officers attempted to catch him while he was running, ordering him to stop, but he refused, the report said. Jones came to a stop later when he became “out of breath” and “keeled over,” but his hands were in his pockets, the affidavit said. With a gun drawn, one of the officers ordered him to get his hands out of his pockets, the report said. Jones' response was: “Tase me,” the officer wrote. The officer took out his Taser, offered another warning, and Jones took his hands out of his pockets and “spontaneously uttered” something to the effect of, “alright, you got me on possession charges … it’s in my pocket,” the affidavit said. Police accused Jones of possessing meth (field-tested), pills, a scale, glass smoking pipes, numerous unused plastic baggies, five M15 green oxycodone hydrochloride pills, and eight buprenorphine and naloxone strips. Jones, the report said, was out on probation and was held without bail.

John Edward Burgoyne IV, 20, of Concord was cited at 4:10 p.m. on March 16 on an unlawful possession-intoxication charge after an incident at 60 Pleasant St.

Christina M. Laroe, 36, of Concord was arrested at 2 p.m. on March 16 on a bench warrant after an incident at 317 Loudon Road. The warrant was issued after she failed to appear at the arraignment in Merrimack County Superior Court on March 3 on two felony drug charges out of Concord.

Jeremiah R. Goodbread, born 1977, of Concord was arrested at 12:30 p.m. on March 16 on two bench warrants after an incident at 4 Hall St.
